chore: bump Flutter to dc84dc8c37e

Picks up the v1.6.104 engine (built on dart-sdk bdd1b14cdb3).
Includes FFI fixes from shorebirdtech/dart-sdk PR #793: skip pool
cache for the FFI resolver under SHOREBIRD_RUNTIME, restore the
DoRedirectedCall body in the SIMULATOR_FFI block, and raise
kNativeCallbackSharedStubSize to fit Shorebird's stub additions.
