Front-end constant evaluator doesn't fully evaluate constants if CompilerOptions.environmentDefines is not set. Unevaluated constants are not handled in bytecode generator or AOT tranformations. As we're moving towards constant evaluation in the front-end, all VM-specific kernel compilers such as gen_kernel and front-end server should set CompilerOptions.environmentDefines.
