Kallen Tu 8264bd94d1 Revert "Eliminate dynamic call() in html_dart2js in _EventStreamSubscription." 
This reverts commit f630a7c07d.

Reason for revert: Remove the `is` check since it's more costly than removing a dynamic call for web.
