After some discussion, we decided that it's not necessary to publish alpha versions when making non-breaking changes. (The rationale for publishing alpha versions is to minimize the number of breaking changes, since breaking changes to a popular package can potentially slow down pub's version solver, but this is not an issue for non-breaking changes).
