Ryan Macnak 30b0b9b723 [vm] Code size reductions:
- Remove dead Isolate::IsTopLevelParsing.
 - Remove dead TraceFunctionEntry/Exit.
 - Migrate more tracing flags to flag_list.h to allow code elimination in non-debug modes.
 - Require an explicit Zone parameter for CheckedHandles.
