Ryan Macnak c8dea19836 [vm, gc] Reserve some memory to use during handling of OutOfMemoryErrors.
This reserved space can only be allocated from after an allocation has failed from OutOfMemory, and once some portion of this space is used, refilling it is the first allocation performed after GC.

Also avoid greatly slowing down from ineffective scavenges as the memory limit is reached.

Tess Strickland a4a714ebf9 [vm] Consolidate the *WriteStream hierarchy.
All *WriteStream classes are now part of the same hierarchy:

class BaseWriteStream : ValueObject;

Base class for all *WriteStreams. Provides all the methods from
the old WriteStream except for buffer() and SetPosition()
(relegated to NonStreamingWriteStreams). Has one pure virtual
method Realloc that must be overridden by concrete subclasses.

class NonStreamingWriteStream : BaseWriteStream;

Base class for all *WriteStreams where the entire stream is available
at all times (i.e., no flushing to an external sink). Extends the
public BaseWriteStream API with buffer() (for accessing the stream
contents) and SetPosition() (for changing the current stream pointer
to the given absolute position in the stream).

class MallocWriteStream : NonStreamingWriteStream;

Uses realloc to reallocate the internal buffer. Almost the same as
the old WriteStream, except that it only takes an initial size. Adds
one public method Steal() for taking ownership of the current buffer
contents (after which the buffer is reset to an empty state). Instead
of passing a pointer to a buffer, the internal buffer must be accessed
via either Steal() or buffer(), which allows access to the current
stream contents without changing ownership or resetting the stream.
The internal buffer is freed on stream destruction.

class ZoneWriteStream: NonStreamingWriteStream;

Takes a zone and reallocates the internal buffer in that zone. No
additional public methods beyond those available from
  NonStreamingWriteStream.

class StreamingWriteStream : BaseWriteStream;

Uses realloc to reallocate the internal buffer. Generally same as
before, where the contents of the stream are periodically flushed
using Dart_StreamingWriteCallback. Since it extends BaseWriteStream,
there are now more methods available for writing data to the stream
than just Print/VPrint/WriteBytes. Since portions of the stream may be
flushed and thus no longer in the internal buffer, does not provide
access to the contents of the stream or a way to reposition the
current stream pointer. Flushes any unflushed data and frees the
  internal buffer on stream destruction.

Also refactor things so that write streams are passed to appropriate
recipients, instead of the recipients taking arguments they only used to
create a WriteStream internally. Thus, recipients now can just specify
the appropriate base class for the public API used:

* BaseWriteStream for just writing to the stream, or
* NonStreamingWriteStream if re-positioning or the stream contents are
  needed.

Tess Strickland 781094f2ce [vm/bytecode] Add parameter flags to FunctionDeclaration.
We create the parameter names array when loading the
FunctionDeclaration, but the required parameter flags are only set later
when we load the Code declaration. If there's an intermediate use of the
Function object that copies the required parameter flags, like creating
an ImplicitClosureFunction when loading a tearoff stored in the object
pool, there will be no set flags at that point.

Add a copy of the parameter flags to the FunctionDeclaration so the
required flags can be set at the same time as the parameter name and
type to avoid this scenario.

To avoid adding unneeded flags to the kernel bytecode, we only serialize
the parameter flags needed for each declaration, so FunctionDeclaration
and ClosureDeclaration only contain the required flag, and Code contains
all flags _but_ the required flag.

There are no trybots for strong mode + bytecode, but manually checked
by running the following on the main branch (cherry-picking the
test_matrix.json changes) and this branch:

python tools/test.py \
    -n dartkb-mixed-strong-linux-release-x64,dartkb-interpret-strong-linux-release-x64 \

Mehmet Fidanboylu 5c4bf35a2b [dart:io] Remove socket level checks for domain policy.
This partially reverts https://dart-review.googlesource.com/c/sdk/+/154180.
The main mechanism for setting domain policy is still useful as we will
use this to avoid insecure connections for higher level protocols (such
as HTTP and gRPC).

We already knew Android does not enforce network policy at socket level
but it turns out iOS does not as well:

> ATS doesn’t apply to calls your app makes to lower-level networking
> interfaces like the Network framework or CFNetwork. In these cases,
> you take responsibility for ensuring the security of the connection.

This also resolves the need to fix
https://github.com/dart-lang/sdk/issues/43223 as we are no longer
enforcing the policy at socket level.

Zichang Guo 56d40bad75 Reland "[dart:io] Add Abort() on HttpClientRequest"
The test was poorly written. The response from Socket can arrive
separately. So the check for content-length header will fail.

Mehmet Fidanboylu d878cfbf20 [dart:io] Introduce per-domain policy for strict secure connections.
The default behavior is controlled via a private configuration variable
settable by embedders (#_mayUseInsecureSocket). It is, by default,
configured to allow insecure connections. The domain configuration
itself is sent as a JSON encoded string which gets parsed once.

Embedders are expected to set these configurations before they run any
user code.

This is a re-work of https://dart-review.googlesource.com/c/sdk/+/142446
[dart:_http] Allow the embedder to prohibit HTTP traffic.

Alexander Markov c5a6ead5a1 [tests/nnbd] Update tests/standalone/package/scenarios for strong mode
Strong mode requires package_config.json to opt-in packages, so
.dart_tool/package_config.json was added for tests which used .packages
file before.

Certain tests for handling custom foo.packages file were marked
to run only in weak mode (as package_config.json would supersede
custom .packages files).

Finally, certain tests were converted to multi-tests with expected
compile-time errors to reduce number of failing tests (compile-time
error was an expected behavior for those tests, just not reflected
in the test sources).

Alexander Aprelev 7e373831ce Revert "Reland "[ VM / DartDev ] Launch DartDev in an isolate within a single main Dart process""
This reverts commit bc4cb123a8.

Reason for revert: breaks crossword simarm tests https://ci.chromium.org/p/dart/builders/ci.sandbox/vm-kernel-precomp-linux-debug-simarm_x64/2619

Original change's description:
> Reland "[ VM / DartDev ] Launch DartDev in an isolate within a single main Dart process"
>
> This CL changes how DartDev is run and how the run command handles executing a Dart program (will port additional commands in a separate CL). Rather than using DartDev to spawn a child process to run user code, the VM will instead launch a DartDev isolate after doing some VM options processing. DartDev will communicate information like exit codes and script/arg pairs with the VM via isolate ports. Once DartDev runs to completion and notifies the VM that a script should be run, the VM will move on to spawning another isolate with user code and continue executing in the same VM process.
>
> By moving DartDev into an isolate within the same process that user code will eventually run in we're able to resolve the following issues that arose due to signal handling and IPC issues:
>
> VM hangs when --enable-vm-service is supplied and there are compile time errors (https://github.com/dart-lang/sdk/issues/42630)
> Dart daemon spinning in exit code handler / zombie Dart processes (https://github.com/dart-lang/sdk/issues/41978)
> Signal handling in children of 'dartdev run' is problematic (https://github.com/dart-lang/sdk/issues/42092)
>
