This change removes the `.created` constructor in the html
class hierarchy. These classes now only offer public factory
constructors. As a result, developers will no longer be able
to extend these classes in their libraries.
This is a breaking change, however we don't expect there to
be as much use of this feature (extending html element
classes). In particular, the ability to extend html elements
was intended for web components. Dart only ever supported
the 0.5 spec of web components, which is old and long
deprecated. Previously, in Dart 3.0, we removed APIs used
to register custom elements from `dart:html`, so the ability
to extend html elements has not been useful since then.

links. These currently don't work, but the correct link omits the
`/stable/` path component.
Even if we add redirects to make the old URLs work, we still want to

Reason for revert: This should be handled by throwing an exception when
the methods of the returned window are called, not when it is opened.
This would be a noisy breaking change that we don't want for 3.1. For
now, revert until the change that affects the individual methods is
landed.

The `registerElement` APIs in `dart:html` are legacy APIs based on a
deprecated Web Components v0.5 specification. These methods don't work
on modern browsers and can only be used with a polyfill.
The latest Web Components specification is supported indirectly via
JSInterop and doesn't have an explicit API in the `dart:html` library.
This change marks these APIs as deprecated. We intend to remove them in
the future (see https://github.com/dart-lang/sdk/issues/49536)

This code was added in 2013 for what looks like the purpose of
aligning functionality across browsers.

The custom event stream provider used to wrap events is missing
any cleanup code. The interesting part (returning `.returnValue`
on the wrapped event) was removed in 2016.

Since then it appears that the custom event stream provider no
longer provides any use.
Canceling the stream subscription that is returned from
`window.onBeforeUnload.listen()` was not actually removing the
listener on the underlying native element. The listener would
remain and its callback was never garbage collected. This is
especially a problem in apps that correctly clean up when
destroyed. After multiple hot restarts and cleanup executions,
multiple listeners and callbacks remained all holding memory
and keeping referenced elements alive.

`scrollIntoViewIfNeeded` is nested within `scrollIntoView`. The latter
method is outdated and the way to access the different ways to call
`scrollIntoViewIfNeeded`. Instead of using that method, this CL
directly exposes `scrollIntoViewIfNeeded`.

After chatting offline, we decided we don't actually need
gridRowGap and gridColumnGap since the rowGap and columnGap
properties are the preferred names. Removing the deprecated
grid versions before it becomes a breaking change to do so,
and to keep dart:html bloat minimal.

Updates which characters are allowed in the dataset name based on
external documentation, and removes restriction on not allowing the
name to start with `xml`. These restrictions are not enforced in the
name parsing in `_DataAttributeMap`. Note, there is an additional
restriction in our docs which is inconsistent with external behavior
disallowing capital letters.

The WebSQL standard was abandoned more than 10 years ago and is not
supported by many browsers.
The `dart:web_sql` library was marked as deprecated in Dart 2.14. This
CL makes the library inaccesible, removes support for `dart:web_sql` imports,
and removes the `Window.openDatabase` API. The old code for `dart:web_sql` is
still generated by the html generators. Removing that will be handled by a
separate change.

The WebSql was dropped 5+ years ago and this library is unsupported.
This change adds the `@deprecated` annotation on the library and APIs in
dart:html that expose it (`window.openDatabase`). It also indicates to dartdoc
to skip it for the api.dart.dev site.
I run a `pub_crawl` process to verify that this is not in use. I checked 15K
packages, and only found 2 occurrances of an import to this library:
* One in a package marked as discontinued (used for migrating constants back
in Dart 2)
* Another in an example mock test (generated by mockito for mocking dart:html)
Also no library uses `window.openDatabase` either.
We will send a breaking change announcement soon and plan to delete this in a
future Dart release (possibly 2.15).

Two tricks let us compile this more efficiently:
e.children.addAll(cs);
Normally, get$children is inlined, returning a _ChildrenElementList
wrapper, generating:
new W._ChildrenElementList(e, e.children).addAll$1(0, cs);
The two tricks:
1. Split _ChildElementList.addAll into an 'unwrap' that then calls the
logic in '_addAll'
2. Add information about the properties of e.children that allow it to
be removed.
With these tricks, dart2js can optimize the code to this version that
avoids allocating a wrapper or accessing the 'children' property:
W._ChildrenElementList__addAll(e, cs);

Getter types need to be a subtype of the setter type, so if getters
are nullable due to incompatibility, the setter needs to be as well.
This change makes those changes, updates documentation, and modifies
a template and test file.
