The dart-lang/native packages do no longer have path dependencies in
them. So instead of rewriting those paths in the tests, write
dependency overrides into the test projects.
To simplify path handling, use absolute paths in the dependency
overrides.

This CL goes part of the way to support pub workspaces with native
assets.
This CL makes the `runPackageName` explicit in every invocation. This
ensures not too many native assets are built.
Moreover, this CL also makes `packageLayout` explicit, ensuring the
right packages config file is used.
A follow up PR should fix the checks w.r.t. the experiment not being
enabled.

Resident runner used to look either for pubspec.yaml
or .dart_tool/package_config.json to find package root.
However it does not make much sense to look for pubspec.yaml
you can't resolve packages using just pubspec anyway - you
need package_config.json. This was making it impossible
to use resident runner with packages in Dart SDK checkout:
each package contains pubspec.yaml, but package_config.json
is generated at the root of SDK checkout instead.
This CL also removes support for .packages file - we have
deprecated and removed this file in 2022.

This is can happen if a Dart or Flutter application is started in a
non-standard way (e.g., not through the `dart` or `flutter` CLI
tooling). Developers using custom embedders need to use `dart devtools`
to start a DevTools instance, so it's a good opportunity to check for a
DDS instance and launch DDS for the target application if one isn't
found.

`packge:native_assets_builder` had a number of breaking changes.
The most notable one: It now returns a data structure with a `success` boolean instead of throwing exceptions.
Also bumps Dart to 3.0 in Dartdev so we can use records.

This CL introduces native assets suport for `dart run` and introduces
`dart build` which is similar to `dart compile` but outputs a folder
instead to that native assets can be bundled with an executable.

Currently users can enable analytics using the unified analytics package in VS Code, but there is no option the disable from the UI. Adding this allows users to disable analytics by running `dart --disable-analytics`.

This will make compilation server related commands more consistent with
other commands in the CLI.
In order to make use of the compilation server for faster runs, users
will still need to pass `--resident` to `dart run` until we decide if we
want this functionality made more visible.

* Add an `targetOS` argument to `pkg/vm`'s `compileToKernel`,
that contains the target operating system's name.
* Add a new `--target-os` command line argument for all binaries
that use `compileToKernel` for clients to provide the target
operating system, if known.
* Add a new`"vm:platform:const"` annotation to certain field and
getters in the Platform class.
This annotation is used to annotate static getters and fields with
initializers where the getter body or field initializer must evaluate
to a constant value if the target operating system is known. This
annotation may be used outside the Platform class and in user code.
For example, this annotation can be used on a static `String` field
that is initialized with one value if `Platform.isWindows` is true
and to a different value if `Platform.isWindows` is false.
Note: If the const functions experimental flag is disabled, then
any annotated static methods can only contain a single expression
whose value is returned. If it is enabled, then the static method
is evaluated as if it is a const function with the special
handling of annotated static fields and getters above.
* Create a VM constant evaluator that evaluates uses of static getters
and fields marked with the above annotations when a target operating
system is provided.
* Use the new VM constant evaluator in the unreachable code elimination
transformer.

Dartdev will use the user's home directory to store the server information and will keep a directory for cached kernel files in each dart package's .dart_tool directory and in the .dart directory for stand alone dart programs.
This functionality is accessed by providing the --resident flag to the Dart CLI, and the server can be manually shutdown with the new shutdown command.

It should not be necessary to ever run `pub get` for a package which is
not published. All packages used in the SDK are controlled by a single
package config, so it's not necessary to declare versions or paths for
any packages.
Remove all dependency overrides.

Handles cases where the SDK is installed on a path which includes
percent encoded characters. The OS doesn't decode these characters, so
decoding them before trying to load a snapshot with said characters in
their path will result in files not being found.
