The main difference from the previous harness is that it
allows auto updating the expectations instead of
maintaining them manually.
This relands 0c1b2722ed with
changes to harness which fix issues on Windows.
Note: some amount of AOT failures are expected and should just
be approved. They will be fixed with the last CL in the series.

This test runs multiple timers with fixed timeouts and expects certain
order for timer handlers. Timers may not fire in order if the system is
under heavy load, which happens during isolate stress testing.

- Flip flag to make strong null safety the default
- Remove code that auto detects null safety mode from source files,
it is necessary to specify --no-strong-null-safety to opt out.

Apparently the web implementation of RegExp has drifted from the native implementation in a very subtle way. To prevent further drift, this CL refactors named-captures_test into two tests, one which fails on all web backends currently(named_captures_2_test), and one that passes on all backends(named-captures_test, named unchanged to preserve history).

Language spec does not require that evaluations of the same function
literal should create distinct objects. Remove the parts in `Function`
documentation to reflect that.
Also fixes formatting of markdown.
Invalid test file (with Dart 2 and 3 versions) removed: the tests assume
function literals won't be lifted to top-level.

The test is flakily failing with low propabililty due to a race on
executing a copy of `process_test` and having this file opened for
writing mode (so it seems).
This issue is not related to isolates and we'll therefore remove it from
the "iso-stress" builder.

The test will cause a crash inside TSAN - most likely due to a overflow
in TSAN's shadow stack (which has a fixed size). These out-of-bound
writes will corrupt memory causing the failures.
The reduction of thist test:
main() {

will cause a crash when running under TSAN:
% out/ReleaseTSANX64/dart test.dart
zsh: segmentation fault out/ReleaseTSANX64/dart
inside TSAN. It happens in the RegExp frontend which - due to recursive
nature - has very large stack.

This particular test causes thousands of exceptions to be thrown. This
is not a problem in itself, but it is when running under TSAN because it
will cause a buffer-overflow in TSAN's fixed-size shadow stack.
The buffer overflow will override data structures that often causes the
iso-stress runs to crash.

We seemingly don't get coredumps on the "iso-stress" builder when
running under TSAN. This is an attempt of setting TSAN settings via
an environment variable to explicitly force this behavior.
We also add a print to an existing test to help identify in which
section a crash happens.
