- make Dart2 the default option for the command line VM
- add option --no-preview-dart-2 as a fallback option to run dart1
- change test scripts to use the executable dart for testing dart2 mode instead of
pkg/vm/tool/dart2
- adjust numerous build and test configurations

For example, by default 64-bit architectures now grow as 2, 4, 8, 16 instead of 2, 8, 32.
This change is to reduce memory usage and maximum minor GC time for Flutter and Fuchsia.
It would negatively impact batch applications, which prefer throughput,
so the new defaults are overriden by the command-line Dart VM in
runtime/bin/main.cc

The `@pragma` annotation on `vmservice_io.main` is modified to only mark it as a
root on non-product builds. Since the annotation is evaluated in the constant
transformation, we need to thread a flag through `gen_kernel.dart` indicating
whether the Kernel produced should target a product precompiler.
# Test Plan
Tested locally on Flutter. Unfortunately it's not possible to test the scenario where
`vmservice_io` is not included, since we don't have any "product" bots. Soon the
flag will be introduced into Flutter, and we will have some coverage from there.

In Dart 2.0 AOT compilations we give dart_bootstrap/gen_snapshot the
fully linked Kernel IR file (*.dill file) with evaluated constants.
This CL will make the 2.0 AOT compiler
* only accept .dill files as input
* no longer invoke various functions during startup
* no longer start the VM service
* hit unreachable in DartEntry::InvokeFunction()

When the constant transformation is enabled on annotations, we need to fix handling
of @ExternalName annotations in the kernel_loader to ensure that we are setting
is_external = false on native methods.
The original revision is in patchset 1.

- Fix for 'unable to read .packages file' error when generating
kernel file (script snapshot).
- Make sync-async an isolate specific flag and turn it off for
the kernel isolate as it runs in Dart 1 mode
- Include 'reify-generic-functions' and 'sync-async' flags to the
list of flags to check an app JIT snapshot against.

Currently on sim* architectures we use a script snapshot (and not an app
jit snapshot, as we normally do) for the kernel isolate.
-> See utils/application_snapshot.gni:declare_args()
The change in [0] causes a deadlock where we try to compile the kernel
isolate (or rather a script snapshot of it) via the kernel isolate.
This CL fixes all the dartk-sim* builders by allowing us to run the
kernel snapshot from a script snapshot.

In addition, this removes support for seeding the VM isolate snapshot with Instructions and referencing those Instructions in the isolate snapshot. This was leftover from an earlier experiment to share Instructions between a Core-JIT snapshot and App-JIT snapshots. Removing this reclaims the sign bit on Instruction offsets.
Add missing cases to TypeTestingStubFinder::StubNameFromAddresss.

The isolate creation callback flow was using DFE::kernel_file_specified()
to decide whether to load kernel program or not. However, since this flag
is not isolate specific, it was causing problems in the case where a dill
file was passed as the main dart program; the other isolates, even if
they were loading a snapshot, were looking for a kernel program.
This change was originally submitted as
"Make the decision, on whether to start the kernel isolate, liberal." It
was reverted due to failures on simdbc bots. This change is another
attempt which fixes those failures.

Reason for revert: This broke our sim* builders, for example:

../../runtime/bin/main.cc: 202: error: expected: kernel_program != NULL
...
Unfortunately our sim* builders don't send out emails to authors because
they were setup with the new LUCI infrastructure. This causes failures
like this to not get noticed in time.

This linked in kernel service dill file will be used to load the kernel
isolate if the attempt to lookup the kernel service snapshot fails. The
kernel service snapshot is looked up in the following order.
1. If the "--dfe" option is specified, the file specified is used.
2. If the kernel service snapshot is found next to the executable,
then it is used.
3. If the kernel service snapshot is found in the "snapshots" directory
next to the executable, then it is used.

The only fix needed for relanding is adding _ensureScheduleImmediate
to the list of vm entrypoints in //runtime/vm/compiler/aot/precompiler.cc

Adds a top-level call waitForEventSync to dart:io that blocks the
thread an Isolate is running on until messages are available.
Before the thread blocks, the microtask queue is drained.
Before waitForEventSync returns, all messages are handled.

This is apropos of the request that nweiz@ sent to the mailing list a
couple weeks back. I'm not sure we should land this. We certainly
shouldn't land it without some annotations that will make the analyzer
complain a lot in most configurations, but I don't know what those
annotations are.
