nweiz@google.com 258cd65f18 Add a number of convenience methods to test_pub. 
This changelist has two goals. The first is to simply clean up pub_test by
factoring out repeated patterns, removing the use of raw YAML, and making the
commands more semantic. The second goal is to set the stage for the use of
ephemeral ports for the mock package server, which will allow multiple instances
of the tests to be run simultaneously.

nweiz@google.com 8a0aabe483 Allow pub install and pub update to update dependers. 
If the pubspec has a new dependency which causes an incompatibility with the
locked packages' version constraints, `pub install` will now unlock packages
one by one until a compatible version graph can be found.

`pub update <package>` will now always update the given package to its latest
version, even if that requires updating locked packages that depend on it
transitively. If no amount of updating will make the latest version valid, an
exception will be thrown.

gram@google.com 27846b0846 Improved the way we generate mismatch descriptions. 
matches() methods can now return additional state that is used by describeMismatch(). This adds a small tax to the happy path, but makes the unhappy path quite a bit more efficient as well as providing better error messages.

Related to this, expect() can now be passed a verbose flag. Currently this is used by throwsA/returnsNormally to provide stack traces from the actual exception but could be used for other things too.

The tests for the Mock classes have been changed to be normal tests, not 'meta' tests. 

A couple of other minor fixes.
