To get the same context on errors for expressions compiled against
something we just compiled and something we've loaded from dill we need
the dill to contain offsets on TypeParameters.
We cannot currently change the binary format to include it, so for now
ignore the context in expression_test.

Prior to f4379435dd,
using a type variable in an expression used for
expression compilation, where the type variable came from a class
that was loaded from dill would fail because type variables wasn't set
up so the type variable didn't exist in scope.
This adds a test for it - the actual fix was landed in
f4379435dd.

In Kernel's TargetFlags, this flag still defaulted to false. Flip the
default to true and update all client code in the SDK. The
expectation is that many of the places that now pass false explicitly
really just want the default, but that will be verified separately and
then the flag will be removed.

If there are circular references between type parameters and types in the bounds,
currently serialization leaves original type parameters unchanged, which results
in failures to serialize compiled expression procedure.
This CL makes sure to clone all type parameters first, then passes map
with old-to-new type parameters to CloneVisitor.

Previously, when loading from a dill file and not invalidating anything
compilation expression would fail.
This CL introduces a forced invalidation of the entrypoint when loading
for the first time, just as is done when requesting a full component.
Closes#33087.

The option is not used by any client at this time and removing it simplifies the
next stack of changes I'll be making on how we compose file systems.
I also don't believe we will necessarily add this back as an option, but instead
it might be that clients requriing hermeticity will provide a custom file system
that helps with that.
