This also exposes EventTarget.dispatchEvent. We had discussed naming this as 'dispatch', but it seems a bit safer to use 'dispatchEvent' to avoid potential name conflicts.

Fixup of reverted CL- Fixing up Navigator.getUserMedia.

- Fixes Navigator.getUserMedia to be cross-platform.
- Adds supported checks.
- Dartifies the API.
First patch is the original, second is the fix.
Issue was that I used = for separating named parameters, rather than : (but it works on dart2js!). I think this distinction is lame, and opened a bug that these should use the same separator.

Removing redundant event streams.

Basically removing the event stream providers from Document and Window for events which are also declared on Element. The streams themselves are still exposed, just that a single provider is now on Element.
Also removed MediaElement events from Window, as they are duplicative and should be accessed via the MediaElement provider.
I was also hoping that this would have some JS size benefits, but I'm not seeing any.

Adding support for the MouseWheel event in Streams.

In order to test this I also needed to add a constructor for the MouseWheel event, which complicated things.
In general, wheel events are incredibly fragmented across browsers.

Changing htmlrenamer to use DOM names rather than Dart names.

A number of issues-
- Changed entries to be keyed off of DOM names (like the rest of our lists)
- Fixed up incorrectly named entries (a couple of typos in member names)
- Added support for the Class.* catch-all. Cases were using it, but it wasn't actually supported.
- Fixed up static const members not being suppressed
- Removed entries which are no longer occurring (after validating that they are correct).
- Added logging to help keep the lists up to date.
