Allowing Window.onBeforeUnload event to work properly.

There are a couple of issues here, fixing some of them, but not quite all.
Background- the beforeunload event is used to present a dialog to the user after they have clicked a window/tab close button, usually to indicate unsaved changes. This is effectively the only mechanism available to preempt the close action.
In WebKit, the user must return a string value from the beforeunload event and that string will be displayed in an alert dialog prompting the user if they are sure they want to leave the page.
In FireFox, IE & the W3C spec, the beforeunload event is of type BeforeUnloadEvent. The string used to prompt the user is specified by the 'returnValue' field. Furthermore, WebKit exposes 'returnValue' as a bool on Event, where the spec does not have it on Event at all.
With this change, a user can utilize the beforeunload event on all platforms:
window.onBeforeUnload.listen((e) {
e.returnValue = "foo!";
});

Changing the IDL DartName= annotation to only operate on a per-member basis, allowing overloaded methods to be renamed independently.

This also includes a change to rename one overload of CanvasRenderingContext2D.createImageData as a test case.
The remaining changes are to address differences between old semantics of DartName and new semantics, as well as some ordering differences of generated code.

Was benchmarking the differences between document.query and using the native DOM methods when available, and document.query is significantly worse in almost all scenarios.
...
Our current document.query can be optimized about 2x by caching the RegExps being used, but this is still not enough to get close to what they should be.
We special-cased a couple of queries to optimize those, but it appears that the browsers are optimizing those now as well and our optimizations are getting in the way, overall.
From my tests so far, this CL brings a speed improvement to document.query for all scenarios except for the name test:
document.queryAll('[name="test"]') which takes a fairly significant performance hit (runs close to 1/2 speed with this CL). This is mitigated by exposing getElementsByName which if used brings a 2x performance gain over queryAll.

A number of related changes-
Bug 8340 is that we previously had WebKitTransitionEnd renamed to TransitionEnd, but had to remove that when Chrome added a new TransitionEnd.
Changes-
- Made WebKitTransitionEnd implement TransitionEnd and made it private.
- Added a test for the TransitionEnd event.
- Fixed the TransitionEnd event not working on non-Chrome browsers.
- Added support check for CSS transitions.
- Added annotations for CSS transition support.
