Add a test where a class that has no generative constructors
declares an instance variable which is final and has no initializing
expression. With https://github.com/dart-lang/language/pull/1130 this
is an error, and that error is expected by the test. Also test that
it is not an error to have an uninitialized final variable which is
abstract or external.

When converting InstanceCall to LoadField don't adjust deoptimization
environment because when we deoptimize from LoadField back to
InstanceCall we would expect to have receiver on the stack.
This is a different situation from LoadField to LoadField lazy
deoptimization in which case receiver should not be on the stack.
Regression test provided by Ryan.

The newly added test includes a call to eval and doesn't work in csp
mode. Added the skip to both status files to keep them in sync and
avoid a new breakage when we start running the migrated version of
the test on that config.

Creating a js object with `Object.create(null)` produces an empty
js object with no prototype. Calling methods attached to these
objects would result in a NPE since we assumed all objects would
have a valid `.__proto__`.
Discovered the error in some benchmark code. Created a new test
with the same patterns.

The default behavior is controlled via a private configuration variable
settable by embedders (#_mayUseInsecureSocket). It is, by default,
configured to allow insecure connections. The domain configuration
itself is sent as a JSON encoded string which gets parsed once.
Embedders are expected to set these configurations before they run any
user code.

When the default check policy is "trusted" instead of "emitted", we skip
checking every function during the RTI need computation. This works
because if the type arguments are needed for some other reason, like the
literal being used in the body, we see the type use and go back and
update the RTI need of the function. We can't do this for callable
properties because we don't know which function will be assigned at
runtime, so we need to conservatively provide type arguments no matter
what.
We could optimize this slightly by only providing type arguments if we
know a type use occurs in a function which is assignable to the type of
the property, but I expect this to save little for the amount of
overhead during compilation.
We also update the dependency computation to ensure that if a callable
property needs type arguments, then they're available for the enclosing
context to pass along.
