VM developers rarely run the create_sdk build as it's significantly
slower than just building the VM. Since DartDev is coupled to the VM, we
should build it to ensure that there's no snapshot errors due to old
snapshots from previous create_sdk builds.

As part of adding support for brew installations, a bug was introduced
which resulted in the executable directory path not being resolved
correctly if the process was launched via a symlink. This resulted in
the script path passed to the CFE not being fully qualified relative to
the executable location which would cause lookup failures for relative
script paths.

The asynchronous waiting mechanism used by the eventhandler thread
on Fuchsia is inherently level-triggered. However, since the upper
layers of the dart:io socket implementation expect edge-triggering,
the Fuchsia eventhandler has to emulate edge-triggering.
Previously, this edge-triggering was emulated for kInEvent and
kOutEvent, but not kCloseEvent. It was not thought that simulating
edge-triggering for kCloseEvent was necessary since the socket would
soon be going down, and that a few redundant messages would be
harmless. This turned out not to be the case. In practice, the
eventhandler thread may flood the Dart thread with kCloseEvent
messages.
This CL adds the edge-triggering emulation for kCloseEvent. The
Dart thread will no longer be flooded with kCloseEvent messages.
Unfortunately, the eventhandler thread may still spin on Fuchsia's
equivalent of POLLHUP signals until the Dart thread destroys the
socket, as these cannot be unsubscribed from.

Support Unix domain sockets communication on Linux, MacOS and Android.
Changes:
1. Add a field for InternetAddressType named unix.
2. Constructor of InternetAddress gains one more optional field: type. InternetAddress(String address, {InternetAddressType type});
3. Add another constructor to InternetAddress which taks raw address/path for ip/unix addresses as an argument. InternetAddress.fromRawAddress(Uint8List rawAddress, {InternetAddressType type});
The operation for unix domain sockets communication is basically the same as normal sockets except an InternetAddress with type unix should be passed.

Brew uses symlinks to symlinks, and code to determine the directory of
the current Dart executable was assuming that only one level of
symlinking could occur. This change results in symlink evaluation being
performed until we find the absolute path of the executable.

This CL adds a `dart::embedder::Cleanup()` (we already have `dart::embedder::InitOnce()`).
This allows us to allocate the global state and also tear it down.
As a side-effect this will also not allocate those variables if not
needed, which should fix b/151210948

On 1/27/20, the nnbd specification changed weak and strong mode instance checks
to make them behave uniformly across legacy and opted-in libraries.
Therefore, it is not necessary anymore to propagate the library mode in
generated code to the runtime.

This CL:
* Moves [Heap]/[SharedClassTable] from [Isolate] to [IsolateGroup], which
will make all isolates in the group use the same heap. The GC will use
the shared class table for object size information.
* Adds support for entering/leaving an isolate group as a helper thread
(e.g. via [Thread::EnterIsolateGroupAsHelper]). The current active
isolate group can be accessed via TLS `IsolateGroup::Current()` or
`Thread::isolate_group_`. When entering as a helper thread there will be
no current isolate.
* Changes the GC to use the above mechanism and ensures GC works without
a currently active isolate. The GC will use information purely available via
[IsolateGroup]. The GC will iterate all isolates within an isolate
group e.g. for scanning roots.
* Makes spawning of new isolates start in their own isolate group.
Once the isolate is fully functional it's heap will be merged into
the original isolate group
* Moves ApiState, containing persistent and weak persistent handles,
from [Isolate] to [IsolateGroup], plus adds appropriate locking.
