ClassLevel and Class.level have been unused for (at least) years.
This CL removes them.
Library.flags furthermore had the first bit unused after the 'external'
flag was removed (last year I think).
This CL shifts it down so the actual flags doesn't start at bit 1.

Most of the time one already knows at the call site if it's a Field,
a Procedure etc --- so use that instead.
For now I'll leave the corresponding getters that are basically
documented as "don't use" ("[...] for convenience, not efficiency.
Consider manually iterating the members [...]").

* When initializing from a dill in the incremental compiler check that
the nnbd mode matches what we're asked to compile.
If they don't, silently do not initialize from the file.
* When serializing and deserializing, assert that the individual
libraries match the component compilation mode.
* When appending dill libraries in the CFE, assert that they match
what we're asked to compile.
* Remove NonNullableByDefaultCompiledMode.Disabled -- it's not a thing
anyway.

Fields might be lowered to getter/setter pairs from source to
AST. This CL makes members able to show this for correct computation
of exports and handles scope patch-up when the relation isn't 1-to-1
between source and dill builders.

This increases our "local" coverage of the constant evaluator.
Run with something like
`pkg/front_end/test/fasta/strong_tester.dart -DupdateExpectations=true -DstressConstantEvaluator=true -DskipVm=true`
there is now almost coverage of everything (or a comment in the code
suggests that the path is probably unreachable).
Note that
`out/ReleaseX64/dart pkg/front_end/test/vm_service_coverage_constant_evaluator.dart pkg/front_end/test/fasta/strong_tester.dart -DupdateExpectations=true -DstressConstantEvaluator=true -DskipVm=true`
has erroneous misses, for instance (but not limited to) asserts.
These are caused by errors in the VM.
A follow-up CL will be created to turn on "stressConstantEvaluator" by
default and print out any sucesses in the expect files.

Adds a member signature origin to member signatures and includes
an additional reference to these in MethodInvocation, PropertyGet,
PropertySet, etc.
This enables the VM to bypass the member signatures when loading the
AST.

This CL adds support for type inference on type aliased invocations of
factory constructors, redirected as well as non-redirected, and it adds
some tests using this feature.
Additionally, this CL resolves a couple of issues that arose when the
directory nonfunction_type_aliases was migrated to null-safety (by
means of two single line fixes, in 'usage*_test.dart').
Still missing: The shadow nodes should be eliminated in
_unaliasTypeAliasedConstructorInvocations and
_unaliasTypeAliasedFactoryInvocations, this will be done in a separate
CL.

This CL adds some infrastructure that makes it possible to defer the
inference of type arguments for a type alias which is used to specify
an instance creation:
class B<X, Y> {}
class C<X> implements B<String, X> {}
typedef T<X> = C<List<X>>;
void main() {
B<Object, Iterable<num>> c = T(); // Infer `T<num>()`.
}
The CL contains an implementation for type inference in the case
where the target is a non-redirecting constructor.
There is not yet an implementation of type inference for the case
where the type alias ultimately resolves to a redirecting factory
constructor, and the shadow nodes are eliminated as null.

This CL adds a Node.toText method together with an AstPrinter. These
facility and better toString implementation on AST nodes while allowing
for toString independent printing of AST to use in testing. This also
add support for an integrated toString of custom/internal nodes.
Some work is still needed in bringing the toString implementation on
all nodes to the old quality, and not all internal nodes have
customized textual representations yet. This work is left for future
CLs.

For some types it makes sense to distinguish between nullability as a
property of including null and the declared nullability, such as for
type-parameter types and FutureOr types. This CL introduces the
separation between the two concepts. The plan is to use that when
implementing FutureOrType.

* Throw a specific error on mixed compilation mode; let the incremental
compiler ignore that error when trying to initialize (i.e. it doesn't
initialize from it, but it doesn't show any warning either).
* Allow some mixed mode stuff: Eventually the SDK should be in agnostic
mode, so we should allow mixing agnostic with non-agnostic.

This bit is required to support synthesized field used for the late
lowering. These fields should not be seen as part of the interface,
that is, classes that implement the class declaring the late field should
not be required to override these fields.

ExpressionCompiler currently translates offsets of scopes to line
numbers during the binary search in the library in order to find
the inner-most scope containing the line where debugger has stopped.
This results in many offset-to-line translations per evaluation request,
each translation also performing a binary search in Source.lineStarts
table.
To make scope lookup more efficient, this change uses Source.lineStarts
table to find the offset for the debugger stop once, and uses integer
offset comparisons instead in the scope binary search.

Including the library name/uri in types and member names makes these
unreadable in most cases. This changes that default toStringInternal
to omit the library name/uri but supports a verbose mode that includes
the library name/uri for debugging the rare occasions where they matter.

This is a bare-bones implementation (and test) for having an explicit
toString on all `Node`s.
This can then be extended as-needed to better suit our debugging
purposes. It's not allowed to leak, though.
