These arise when the constant evaluator partially evaluates collections
containing spreads or control-flow constructs with unevaluated
subexpressions. They are removed by the final constant evaluation.

Having a block as body instead of a list of expressions simplifies
code handling block expressions. Since it is always a block, it can
be left untagged in the serialized representation so the serialized
representation is not changed with this change.

Fasta can generate synthetic libraries.
Previously we didn't include them when serializing, but that leaves
references in the binary to libraries that doesn't exist which isn't
ideal.
This change includes them, and adds a flag to kernel Libraries such that
we know they are synthetic.

This achieves consistency with similar getters in the API.
This is technically a breaking change, since it changes a published
part of the Kernel API. Since the constants API is relatively new and
so far only used internally in the AOT compiler, the change is
expected to be unproblematic.

Add Kernel syntactic support for constants constructed by
bool.fromEnvironment, int.fromEnvironment, and String.fromEnvironment.
These values are not necessarily available at compile time. Because
constants can depend on these values, there is also an unevaluated constant
that represents an expression depending on environment values.
This syntax is not yet produced by the Fasta compiler.

Before this change we allowed to serialize some references as null,
and would only complain when trying to read the dill back in.
This CL changes that so it complains up front.
It is unknown if any of this would ever occur in practise.

Previously we had several places where different uriToSource was used.
This was both weird and led to errors when something refering to
some state was used to look up in another state.
This CL makes it so we only have one source of truth.
To not include sdk sources when serializing a component that only mixes
something from the sdk in, (or extends it or...), the serialization is
changed slightly to keep track of which uris come from actual
implementation. Before the sdk sources was explicitly removed in the
incremental compiler, but we want to limit those kinds of things,
which is why we're doing it differently here.

Previously, we only stored a reference to the originating Typedef declaration
and is thus loosing the originating type arguments. We need these type arguments
in various places, including diagnostics and bounds checks.
Note: this CL maintains backwards compatibility wrt to the Dart API of
FunctionType. I'll update the API in a follow-up CL.

Demangle all names in messages to avoid printing mangled names in
user-facing output.
Point messages about implicit mixin application classes at the subclass
name for consistency with named mixin application classes.

The code in class_hierarchy.dart that looped over override pairs
included implementations inherited from its superclass as potential
overriders, presumably in a broken attempt to include some interface
checks into the mix.
With this problem fixed, the special case in kernel_class_builder.dart
that excluded overriders not declared in the current class (i.e.
declared in a mixin) could be removed without incurring false
positives.
These override checks performed on members from a mixin produce an
extra context message indicating the class where the two members meet,
giving rise to the override relation (similarly to interface checks).
Since the same member can now override more than one member (or even
the same member more than once), the diagnostics message duplication
check has been extended to also include the context in the comparison.

Allow super calls to occur in mixin declarations if they target a
method from any of the superclass constraint interfaces.
Instead of compiling the Dart mixin declaration
mixin M on S0, S1 {...}
to Kernel:
abstract class _M&S0&S1 = S0 with S1;
abstract class M extends _M&S0&S1 { ... }
we compile it to Kernel:
abstract class _M&S0&S1 implements S0, S1 {}
abstract class M extends _M&S0&S1 { ... }
because the former is not symmetrical with respect to S0 and S1. It
will prefer a method from the 'mixin' S1 over one from S0 which can
give a compile-time error if the method from S0 is more general.
Modify mixin inference to support the new compilation of mixin
declarations. It still has to support old-style VM super mixins until
support for those is removed from the VM.

account. Since the Symbol class itself only has a [_name] field but does
not reference in which library the symbol came from, the [_name] must be
mangled.
Mangling is done by backends and so we make a new [SymbolConstant] which
the backends can desugar by doing appropriate mangling and construction
of a [Symbol] instance.

This CL introduces a new abstract getter 'isConst' for Member class in
the AST. This change ought to be non-breaking since every subclass of
Member implements a boolean getter 'isConst'.
The primary motivation for introducing this change is that it enables
us to simplify some of the code base by eliminating some tedious
branching and/or casts to dynamic when we need to determine whether a
member is constant, e.g.
bool isConst = false;
if (member is Procedure) isConst = member.isConst;
else if (member is Constructor) isConst = member.isConst;
else if ...
becomes
bool isConst = member.isConst;
and
if ( (member as dynamic).isConst ) { ... }
becomes
if (member.isConst) { ... }

Prior to this change we only had fileOffset which points to the name.
This CL adds a field - startFileOffset - that points to the start
(e.g. 'static', 'factory', the return type or any presiding annotation
(including '@')), as well as fixing `Function::GetSource` in the VM to
fix a crash when using mirrors to ask for the source of a function or
constructor.
The field is added to procedures, constructors and classes.
The latter changes the location of classes with annotations to be
the position of the annotation. This is on-par with --no-preview-dart-2.
The change in regards to procedures and constructors mean, that both
the location and the source (from .location and .source on a
MethodMirror) will change to include any annotations. This is a
different behavior than --no-preview-dart-2.
