BreakpointLocation token_pos and end_token_pos are populated when
breakpoint is resolved and are read when vm needs to see if a
function has breakpoints.
Since the breakpoint is resolved once and token positions are
populated with real values only once using simple atomics is sufficient
to resolve data race.

It's possible for scripts to appear in multiple components provided by
the front end in certain situations (e.g., mixin applications in
different libraries). Previously when trying to set a breakpoint, if
multiple scripts were found matching the target URI the debugger would
give up and not set the breakpoint.
This change allows for multiple Scripts to be associated with a

BreakpointLocation represents source code location, which can
correspond to multiple Functions(in case of some mixin method
mixed-in in several classes, for example).
BreakpointLocation is connected to a Function via CodeBreakpoint.
CodeBreakpoint represents some point in the generated Code in some
Function. BreakpointLocation connects to multiple
CodeBreakpoints - one per Function that source code location was
generated into.
This CL removes Function reference stored directly in BreakpointLocation
as it is misleading.
This CL also removes some source-code-related attributes(uri/token_pos)
stored in CodeBreakpoint. If CodeBreakpoint code needs that information
it can find it in BreakpointLocation it references.
This should help with further refactoring to support BreakpointLocation
that map to multiple scripts

When creating a KernelProgramInfo, we create several logical views into the kernel buffer. These are fresh ExternalTypedDatas, rather than proper TypedDataViews, so they do not automically keep the original ExternalTypedData alive. Create an explicit reference to the orginal ExternalTypedData in the KernelProgramInfo. When creating snapshots, this reference is ignored/null'd and the views are turned into copies, effectively dropping the parts of the original buffer that do not have views.

Until now we often leaked kernel buffers (e.g. hot reload buffers) because various
objects were referencing ExternalTypedData objects pointing into the middle of
c-allocated memory. This made it impossible for the GC to determine when the last
reference is gone.
This CL ensures that the actual buffers are *always* made available via
ExternalTypedData and any inner pointers into it are created via TypedDataViews.
The embedder guarantees to the free kernel buffers it has provided to:
- Dart_CreateIsolateFromKernel
- Dart_LoadScriptFromKernel
- Dart_LoadLibraryFromKernel
- Dart_SetDartLibrarySourcesKernel
on isolate shutdown.
All other kernel buffers will get a finalizer attached, which ensures the
kernel buffers get freed by the GC once they are no longer referenced:
- Kernel blobs for expression evaluation
- Kernel blobs for Hot-Reload
- Kernel blobs for cc tests

When resolving column breakpoint, debugger will lookup the character in the source of script to make sure the column has been specified within the range of a valid identifier.
With this CL, column breakpoint will be resolved previous safepoint position, if requested column falls within [saftpoint, next_safepoint/end of line(smaller one)]. For example, setting column breakpoint on left bracket of a function call might be resolved to function call now. Setting on the end of line will resolved to previous safepoint.
