This reverts commit c010458732.
Reason for revert: We believed that the Crash marker had no effect in the -kernel status files, but some of these crashes were vm crashes, so they were suppressing upload of core dumps. These uploads are failing on Windows builders.

Regressions in tests:
1) Test language_2/type_alias_equality_test/04 fails similarly to default mode, as VM
does not implement comparison of function types according to the specification.
Previously this test was passing as function types were canonicalized in bytecode,
which was not always correct. This CL fixes the problem with canonicalization of
function types in bytecode and the test starts failing again.
2) Tests standalone_2/entrypoints_verification_test, standalone_2/io/test_extension_test,
standalone_2/io/test_extension_fail_test fail as native extensions are not supported
in bytecode yet. These tests start passing after df5e7aac17,
which switched bytecode tests to kernel service (on x64), because kernel service doesn't
drop ASTs. This CL switches from reading AST library declarations to bytecode even if
AST is not removed, so tests fail again.

When disambiguating between maps and sets, ensure that `await for`
loops are marked as asynchronous. Otherwise, there will be a spurious
type error because we have a Stream and would expect an Iterable.

Invocation of == and != is only constant on receivers of types bool, int, double, and String or null operands. This is now handled correctly in constant evaluation. The case for method invocation of `a != b` is removed since it is parsed as `!(a == b)`.

Implement the translation of for and for-in loops in non-const lists
and sets. They are lowered to block expressions containing a loop.
It is impossible to target these loops with a break or continue
because they do not contain statements in their body.
Type inference is not yet implemented.

In collection literals, support for and for-in in Fasta's body
builder. They are removed when encountered during type inference and
their lowering to block expressions is not yet implemented.

This feature is under development in the front end. Testing it on the
runtimes leads to numerous spurious status changes. Skip the tests
for now. The intent is that when a backend change causes a test to
start passing, then that test will be un-skipped.

Support compiling if elements and map entries by constructing
IfElement or IfMapEntry when they are seen. There is no support for
lowering them to block expressions yet.
