Reading all bytecode results in significantly higher memory usage due to
more classes finalized and more Function, Field, OneByteString, ObjectPool
and Bytecode objects.
dart2js-compile/CompileHelloMemoryUse benchmark with bytecode:
heap.old.capacity.max 121.387 -> 112.016 MB

read the app-jit snapshot into this memory instead of directly mapping
the app-jit snapshot.

Currently, if a the write() system call fails on a socket, the
stack trace in Dart code of the synchronous call to write is
dropped. This CL retains the stack trace.

Adds a guard before uses of the checkout_llvm flag, defaulting it to
false when unset. This prevents breakages when used in trees that hasn't

After landing d3f3b46, which adds support for vm-service to the run_vm_tests binary,
random vm/cc tests started to time out. The VM shutdown procedure waits
for the service isolate to shut down, which it doesn't do.
Since we haven't been running the vm-service isolate before, this
might've been an existing issue which is just surfaced now. This CL
disabled starting vm-service (like it was before) except for the
particular test which needs it.

When the `script_uri` argument to the VM has no path separators the
value returned from `DirName` is identical to the input, and it is not
safe to use it as a prefix for concatenating relative paths.
- Compare the dirname against the script URI and use an empty prefix
when they match, indicating we were unable to find a directory.
- Rename `absolute_filename` to `resolved_filename` since it is not
absolute in all cases.

The library tag handler needs to be available during set up of child isolate, during kernel loading for the isolate(due to usage of native extensions).
Setting up library tag handler in initialize_isolate callback is too late for that.

An Isolate Group (IG) is a collection of isolates which were spawned from the
same source. This allows the VM to:
* have a guarantee that all isolates within one IG can safely exchange
structured objects (currently we rely on embedder for this
guarantee)
* hot-reload all isolates together (currently we only reload one
isolate, leaving same-source isolates in inconsistent state)
* make a shared heap for all isolates from the same IG, which paves
the way for faster communication and sharing of immutable objects.
All isolates within one IG will share the same IsolateGroupSource.
**Embedder changes**
This change makes breaking embedder API changes to support this new
concept of Isolate Groups: The existing isolate lifecycle callbacks
given to Dart_Initialize will become Isolate Group lifecycle callbacks.
A new callback `initialize_isolate` callback will be added which can
initialize a new isolate within an existing IG.
Existing embedders can be updated by performing the following renames
