In dart2wasm, when a comparison like `x == "hello"` is true, we can't
assume that the class of `x` is the same as the class of `"hello"`:
- If `x` is received from JS, it will be `JSStringImpl`.
- If it's a substring of a `TwoByteString`, it will be `TwoByteString`.
- Otherwise it will be `OneByteString`.
Update `Target` with the new method
```
bool get canInferStringClassAfterEqualityComparison => true;
```
to allow TFA to *not* infer classes of string values after comparisons.
Override the method to return `false` in dart2wasm's `Target`
implementation.

Make the `value` fields of `BoxedInt`, `BoxedDouble` and `BoxedBool`
`final`, to generate immutable Wasm fields for them.
Immutable fields can potentially generate better code, as loads from the
same object will always generate the same value.
To allow making the `value` fields `final`, add a constructor.
To allow adding a constructor, "implement` base classes instead of
extending them. With `extends` the front-end wants us to call the
superclass constructors, even though they don't have any constructors.
Implementing `bool` (instead of extending) causes issues in TFA as it
currently assumes bool literals are compiled as the `bool` class. Update
TFA to treat bool literals the same way as `int` and `double` literals.

The existing implementation assumed, hardcoded, that the compilation
environment had an entry for any string of the form `dart.library.`+X,
with a value of either `"true"` or `""`.
This did not match the runtime behavior of the standalone VM,
which allows non-constant access to the compilation environment.
Changed to only have entries with value `"true"` for libraries
which exist.
This changes the value of `bool.hasEnvironment` or a
`String.fromEnvironment` or `bool.fromEnvironment` with a
non-default `defaultValue`.
The existing behavior was that `bool.hasEnvironment` was always true,
and that the other constructors ignored the `defaultValue`,
so most likely such tests or `defaultValues` aren't used anyway.

The VM target no longer supports the `foo() native "foo";` syntax. See
final removal in [0].
Dart2Wasm has never really been using it.
* In the sdk dart2wasm uses `external` functions with
recognizion in the compiler based on the name of the method.
* JS interop is using `@JS` based mechanism.
* Wasm to Wasm interop is based on `@Native<>()` annotations.
This means that only dart2js/ddc are remaining users of the
`foo() native;` syntax (without following string).
So we can clean up some code.

This change adds propagation of closure values to TFA.
For now, inferred closure values are used only when they are
constant (tear-off of a static method or a constructor).
Arbitrary closures can now be referenced from unrelated
members via closure-id metadata.
In addition, this change fixes an incorrect stack trace when
an implicit closure (tear-off) was propagated and its call was
inlined. Inlining interval was not recorded because of the missing
source position of a call to a target method within implicit closure.

This change also allows us to remove mutable dispatch targets
which were used to implement dynamic accesses to record fields,
and make tracking of record field types more accurate
(record fields are now versioned per shape).
This is also a step towards inferring actual record types.

Deletes the outline stubber as it's not necessary on any backend.
DDC should compile the entire sources and outline dill in one step.
dart2wasm operates similarly, and so only needs the modular transformer.
dart2js moves the erasure to a global transform.
Also, this CL reverts now unnecessary plumbing that was needed for the
outline stubber.

The VM patch files contain many annotations that guide the TFA and the
VM compilation pipeline. Most of these are not relevant to dart2wasm,
and having the TFA look at these when running inside dart2wasm leads to
sub-optimal, and sometimes even unsound, results.
In order to enable sharing of patch files between the VM and dart2wasm,
the annotation parser is given a target flag to control which
annotations it should recognize and how to parse them. The annotation
parser thus becomes an abstraction layer between the concrete
annotations in the patch files and the parsed annotations that the TFA
sees.
Additionally, external members used by dart2wasm don't always have
external names. To support this, the signature shaker must skip all
external members, not just the ones with an external name. This makes no
difference for the VM, since all of its external members either have an
external name or are implemented in a patch file, making them no longer
external.

This CL replaces most usages of `.from` (e.g.
`List<String>.from(variable)`) to use `.of` instead.
This is done because code like
`List<String> foo = new List<String>.from([null])`
is valid and gives no warnings or errors.
Using `.of` instead will give an error.
Also `.of` appears to be slightly faster.

This CL changes the way dart: libraries are considered supported when
used in conditional imports or bool.fromEnvironment constant using
the "dart.library.*" values.
Library nodes now has an isUnsupported flag which is set according to
the "supported" property in the libraries specification. Furthermore
the Target now supplies a DartLibrarySupport interface that allows
targets to override whether dart: libraries are unsupported.
This allows the JIT/AOT to use the same platform file but still
consider dart:mirrors unsupported in AOT mode, and dart2js to consider
the internal library `dart:_dart2js_runtime_metrics` supported.
Furthermore, the internal handling is changed so that condition imports
and bool.fromEnvironments constants are computed through the same logic
for "dart.library.*" values, avoiding the need for passing these values
through the environment.
