Mike Fairhurst bd757f9948 Redo #28580: instantiate bounds to bounds.
One thing to be careful of here is that function type bounds may be
left unbounded. However, their parameters and return type cannot refer
to a type parameter for resolve-to-bounds to work.

There are also a large number of ways that this can loop infinitely, and
a number of new guards had to be added (as well as some test cases) to
catch them all.

Create New Tests

for the default test directory layout. By default test-file names must
end in "_test.dart", but some test suites, such as ./co19, subclass
StandardTestSuite and override this default.

for how to create tests that pass by failing with a known error. For
example,

  ...
  int x = "not an int"; /// 01: static type warning
  ...

as part of a test will only pass the "--compiler dart2analyzer" test if
the assignment generates a static type warning.
