To make this less likely to occur in the future, we remove the need to call StartInliningInterval separately from BeginCodeSourceRange. Instead, the inlining ID (if any) is provided to BeginCodeSourceRange, and in the CodeSourceMapBuilder, that method starts the inlining interval. Changes to code size for Flutter gallery in release mode: * ARM7: total: +0.67%, readonly: +1.97%, isolate: +1.22% * ARM8: total: +1.17%, readonly: +3.13%, isolate: +1.63% TEST=Existing tests, manual use of --check-token-positions to see that failures due to deferred code prior to CL did not appear.
