The --enable-inlining-annotations flag was removed a while ago and the uses were attempted removed in https://dart-review.googlesource.com/c/sdk/+/99148 but was later reverted in https://dart-review.googlesource.com/c/sdk/+/109320. This removes the two last cases of this flag.
