Siva Annamalai e34cd08cf0 Revert "[ DDS ] Add support for google3 URI conversion"
This reverts commit 023fd7f664.

Reason for revert: Appears to have broken a number of tests on Windows bots.

Original change's description:
> [ DDS ] Add support for google3 URI conversion
>
> Copied BazelUriConverter from google3 and added
> `--google3-workspace-root` option to `dart development-service` command
> to allow for mapping google3 URIs to local file paths. Moving this code
> into the SDK is necessary to avoid injecting custom logic into DDS in google3.
>
> TEST=Updated uri_converter_test.dart
