This adds a typed `TypeParameter.declaration` property to be used instead of the `parent` property. The `declaration` property holds the declaration (Class, Method, Extension, etc.) that introduced the type parameter. `GenericFunction` is the subset of `GenericDeclaration` that is defined through a `FunctionNode`. The text format is currently very ad-hoc and there is no conversion back, but it's a pleasant way to view the IR.
