Added the option 'js-dev' to the compile command to allow compilation of Dart sources using DDC. This ensures that tools will not be reaching into the internal implementation details of a Dart SDK to run DDC. Global options:

--version Print the Dart SDK version.
--enable-analytics Enable analytics.

analyze Analyze the project's Dart code.
compile Compile Dart to various formats.
create Create a new project.
