In order to address https://github.com/dart-lang/language/issues/731 (improved inference for fold etc.) I'm going to need to sometimes change the order in which the resolution process visits invocation arguments. As a preparatory step, this change reworks the flow analysis API so that it doesn't depend on the order in which arguments to `identical` are visited.
