Jens Johansen 63333c5b9c [dart2js] Speedup allowedNativeTest and make it more precise ...

*Before* https://dart-review.googlesource.com/c/sdk/+/501461 landed this
change caused the compile time for a large internal app to go from
`2m21.756s` to `1m43.366s`.

Now https://dart-review.googlesource.com/c/sdk/+/501461 did the same
change in runtime by changing the amount of times this is called.

Now I (probably) can't measure a difference on a whole run - but this
implementation is still 10 times faster (in a small benchmark asking
with the same uri many times goes from taking ~52 seconds to taking ~5
seconds).
