Martin Kustermann a94395ea5b Ensure timer and eventhandler is started for reload tests ...

The reload tests are now using kernel-isolate which requires
eventhandler and timer functionality.

Some of ahe@'s changes cause e.g. a division-by-zero trap due to the
TimerUtils not being setup.
