vsm@google.com e0a30046ef Remove spawnDomFunction from dart:html ...

Note, spawnDomFunction is still used under the hood in Dartium to
implement Timers and printing in background isolates.  I don't think
this is necessary, but I'll clean up in a separate CL once we decide
what we're doing with background isolates.
