Paul Berry a864586f3c Remove OWNERS file for the CFE team. 
The code that was previously owned by the CFE team (OWNERS_CFE) is now
owned by the Dart Model team (OWNERS_MODEL). Accordingly, we don't
need OWNERS_CFE anymore.
