This is a prerequisite CL to the next one that will add version bumping to the dart migrate tool: https://dart-review.googlesource.com/c/sdk/+/504381 Refactoring the version bumping logic out of `update_sdk_constraints` so it can be shared between the correction producer and the migrate tool. `PubspecEdit` also contains the old and new versions so the migrate tool can refer to those in its summary text.
