Adam Barth b20bab56a0 [fuchsia] Update timezone service integration ...

We now use the usual ConnectToEnvironmentService instead of going
through the subtle variant. Also, we don't leak the timezone string
anymore (at the cost of not dealing with timezone changes properly).
