This CL also adds fileUri/charOffset to all TypeBuilder's and renames Void/FutureOr/Never/Dynamic/BuiltInTypeBuilder to *TypeDeclarationBuilder so match their relation to TypeBuilder/TypeDeclarationBuilder.
