Jens Johansen 00c9af8522 [fasta] Fix crash when importing nonexisting "dart:" uri ...

Previously, importing a nonexisting "dart:" uri resulted in a crash in
fasta. This CL introduces a test and fixes the problem.

Fixes #31172.
