Alexander Thomas 056afdac39 [testing] Merge dart2js-batch into the global batch option ...

* Remove all uses of `--dart2js-batch`.
* Enable batch mode for dart2js by default.
* Rename `--noBatch` to `--no-batch`.
* Make `--no-batch` affect dart2js configurations.
