Robert Nystrom 11d523dfe1 Add a test suite for "co19", which will be the NNBD-migrated co19 tests.

It doesn't do anything useful yet because the forked co19 tests aren't
getting pulled into the repo, but once gclient syncs them to
tests/co19, this should start doing something.
