Ryan Macnak 464bece529 [vm, compiler] Fix some stack alignment for RISC-V FFI.

- Fix bad frame walk from assuming kSavedCallerFpSlotFromFp is 0.
 - Fix sign of WChar.
 - Fix missing sign-extension in some cases of passing uint32.
