Erik Ernst 6facd6dfda Adjust Dart.g to allow constructor tearoffs ...

This CL updates the grammar Dart.g such that it
supports constructor tearoffs, as well as explicit
instantiations of generic functions and methods,
and parameterized types as type literals.
