Nicholas Shahan e36ac5fe1c [ddc] Additional null safety cleanup ...

* Remove accessing nullability through a library node since they no
  longer differ depending on the language version.
* Cleanup old comments related to legacy types.
* Cleanup dead code in nullable inference of `.toString()` calls.
