Paul Berry 643733b42e [analyzer etc] Add ignores for codegen to prepare for new syntax.

Updates the `CodeGenerator` mixin so that it outputs `ignore_for_file`
comments to ignore the following lints:
- unnecessary_type_name_in_constructor
- unnecessary_ignore
- duplicate_ignore

This mixin is used by the code generators that produce the Dart
wrappers for the analysis server and analyzer plugin wire protocols.

This is a first step towards migrating the packages `analysis_server`,
`analysis_server_client`, and `analyzer_plugin` packages to use the
new constructor declaration syntax, since it will allow the
`unnecessary_type_name_in_constructor` lint to be enabled without
breaking generated code.

Once all the packages have had their SDK constraints bumped to a
language version that supports the new syntax, I'll update the code
generator to use the new syntax, and remove the ignores.

A framework for building plugins for the analysis server.

Warning

This package is for legacy support and is not recommended for new plugin development.

For modern plugin implementations, use the analysis_server_plugin package instead.

See its documentation for the latest architecture and examples.

Usage

Note: The plugin support is not currently available for general use.

Plugins are written in Dart and are run in the same VM as the analysis server. The analysis server runs each plugin in a separate isolate and communicates with the plugin using a plugin API. This API is similar to the API used by the analysis server to communicate with clients.

Plugins are automatically discovered and run by the analysis server.

This package contains support code to make it easier to write a plugin. There is a tutorial describing how to use the support in this package.
