This library mostly exports _public_ API, and the to-be-deprecated NodeLintRegistry class. So we just move private RuleContext classes into a new library, and remove the exports. The lint rules then are adjusted, mostly just renaming NodeLintRegistry -> RuleVisitorRegistry. But also, this removes a lot of implementation imports; most rules now have _no_ private imports!
