Johnni Winther 4b2cf0744d [cfe] Add TypeDeclarationType and asInstanceOf ...

This add a common sealed superclass TypeDeclarationType for
ExtensionType and InterfaceType and uses it to add a common
asInstanceOf method to ClassHierarchy.
