Johnni Winther 61fe3235b6 [cfe] Rename InvalidTypeDeclarationBuilder ...

This renames InvalidTypeDeclarationBuilder to InvalidBuilder to better
reflects its actual general purpose use. Also, suppressMessage fields
and parameters are renamed to errorHasBeenReported to better show the
motivation for the value.
