This method is the JS typed replacement of createDartExport. Tests are duplicated to make sure this method is tested as well. We avoid exposing a JS typed version of createStaticInteropMock as the signature would not be compatible with @staticInterop classes, and due to the low usage (there's only 1 result in google3 and 0 in GitHub afaict), we should wait until we support interop extension types in this method before exposing it.
