Ryan Macnak 188ad65b2d [vm] Support serializaing PcDescriptors in kFull snapshots.

kFull snapshot previously could not contain PcDescriptors because they did not include Code, but it is now possible through Bytecode.

This is a weaker version of c8f3f132ad.
