Dmitry Stefantsov 6a2c350a3e [cfe] Fix isSubtypeOf for FutureOrs ...

Previously it was assumed both A <: B implies FutureOr<A> <: FutureOr<B>
and FutureOr<A> <: FutureOr<B> implies A <: B.  This CL fixes the
implementation.

Closes #38905.
