The resulting metrics are lower than I'd like them to be, but I suspect
that this will be a reasonable first step toward the final solution.

Add declaredConstructor() to the LocalDeclarationVisitor and mark all declared*() members as concrete with empty bodies. Subclasses are updated in this change as well.
